You've made me look at the phenomena from a different angle. HIV / AIDS became this huge ball of funding, government policy, pharma profiteering, hectoring moralism, lying about causation and risk, all tied to identity activism. It's often been suggested that all the big LGB orgs turned to T because they won the gay marriage fight and could have gone home but the employees wanted to keep their jobs, but in fact I think it's more likely that it is because the HIV / AIDS behemoth was slowly deflating (perhaps you are too young to have lived through the 90s insistence that it was going to get everybody, was going to spread like wildfire through the heterosexual non-needle using population of the entire globe, etc. etc. etc.) and they had gotten hooked on that pharma / policy / activism money and power. Trans was the thing that allowed them to continue to have the trifecta.
